Uh huh. Yep. All the signs point to exactly that.
No finacing.
The financing they did get hardly nothing went towards tech. It was off shore financing.
Partners are knocking down the door with LOI's.

You can try to convince yourself all you want.

But it is obvious to me NV felt the legal pressure coming so last filing was to protect themselves letting people know they don't even have the money to finish the prototype and if they do get it finished be 2005 if ever according to filing.

When you look at filings and see where the money went over the years you'd have to think twice that they have the tech.

Any logical person would say to themselves 2 years ago, look Ray, lets cut our salary down to bare mininum per month so we can put every cent we get into R&D.

Brad would say look Ray when we have to go offshore to get financing lets forgo bonuses because we know the tech works and once we get it to market we can give ourselves HUGE raises along with all kinds of bonuses along with other perks.

Is that what you see happening?
