The company gets the legal opinion, then it is up to each pp holder to present the(their) cert to have the restrictive legend removed. All the shares could have their legends removed at this time, but the majority of pp holders have not taken this step.
"the final step is presenting the certs to the TA who removes the 144 legend. They are turned around same day as they arrive at the TA."
