Also changes to rule 144, specifically rule 144.i, made it harder for non-reporting companies to issue unrestricted stock. The rule mainly deals with shell transactions. That is why you have not seen very many recent pinksheet reverse shell mergers.

The SEC is cleaning up the OTC.. slowly.. but surely.
