I would think (and I very well could be wrong on this) that the company could be accumulating shares without retiring any of them. Retiring would be easily trackable and could cause an increase in the PPS, hurting the bottom line of a buyback.

Well true, but as I was thinking out loud, I was wondering if there is a regulation that says if the company was buying that they had to immediately announce it or they could wait until a point in the future..I don't know the answer myself and was asking for input from anyone.
