Do you know what a 'Failure to Deliver' [FTD] is?
Do you know that if you buy a share from anyone through your broker, whether from a legitimate owner of the shares, a legitimate short seller, a naked short seller, an illegal naked short seller, anyone, the broker has to register that share settled within the time window for the sale.
If it doesn't settle and it can't if it is an illegal NSS, then it must be recorded as an FTD until it settles.
So no matter what the source of the shares, illegal or legal, the short position on any stock cannot exceed the current FTD number. It can't.
What is that number today?
What number do you think the NSS is today?
How do you resolve those numbers?
How did the illegal shares settle?
What paper trail do you speak of.....??
