I referred to targeted tax cuts to stimulate spending in industries hardest hit -- autos and housing. Likewise, I said I did not support tax cuts or spending for the sake of tax cuts or spending, but that the tax code could effectively be used to stimulate spending. Surely, autos and housing are industries that could benefit from incentive to spending -- with the added benefit of improved energy efficiency... Recessions have a large psychological component as well. People who still have cash stop spending, and it spirals downward...
