He is facing criminal charges as opposed to civil charges. They do allow these guys to surrender voluntarily; usually at a time and place arranged by their attorney. Then they cuff them and take them in to be processed. Hard to draw the line who gets cuffed and who doesn't? It just looks strange that the guy is a CEO in a suit. Think of them as bank robbers instead. lol.
