The simple answer is No. Unless if it is "material" of course.
The day-to-day judge is the company itself. Obviously, they cannot substantially mis-judge on this issue, and they are governed by these FID laws.
By the way, I have called IR of several companies this month (including ones as big as BMRN) and have been given answers to tidbits asked. Did I think they were material ? No. Did they help me understand ? Yes.
