"The O/S last was 80% Restricted (might not be case now)" I agree, as an example some international exchanges set the minimum % of shares in public hands.
The LSE as an example had thses listing requirements in 2006:
* At least 75% of the entity's business must be supported by a revenue earning record for the three years period. The UK Listing Authority ("UKLA") has the discretion to allow a shorter period in certain circumstances * Must report significant acquisitions in the three years running up to the flotation * Most companies, including those with diversified businesses, can list in London if they meet the suitability requirements
Market capitalisation & share in public hands
* At least 700,000 pounds for shares at the time of listing * At least 25% of shares should be in public hands
