Go to Charles Schwab, and they will sell you shares all day long, on any stock.

So what? There are as many potential mitigations as there are brokers. They are individual companies and they have different strategies.

The question wasn't, "Why do all brokers not act the same?"

It was, "Why does Scottrade behave the way it does?"

Realize also that while there are some brokers who don't have any restrictions there are many many who do.
