There you go again. I don't like being misquoted, or mischaracterized.
There is a concept of cognitive development called 'object conservation' (from Jean Piaget), which refers to the point where a child becomes aware that an object that is not within their perceptual field still exists. The more negative assumptions about what Cortex is or is not trying to do seem very much along the line of--'if I can't see it (or in the current equivalent) they don't tell me about it, it must not exist, it must not be happening'.
I am not going to mention the age range where humans are supposed to be able to move beyond this stage of cognitive development. But I am fairly sure that everyone who posts on this Board is, chronologically, past that point.
