It's all fluff, really. Stadiums have something called "event feeds" that can be picked up and re-broadcast inside the stadium to those gimmicky receivers on particular event channels. You don't need to license it from the NFL since it's the stadium event feeds and you're not broadcasting it outside the event (stadium). They spin it to make it sound more impressive than it is - a stadium broadcast from an am station.
If the feed has a delay, people chuck the radios in the trash.
