to think every single share would stay locked up is just not realistic...........especially in the midst of this financial crisis. the fact the number is not growing by leaps and bounds is a good sign imo.
furthermore, with management being granted stock options, there is not much of a reason for them to buy on the open market. yes, they could, but i'll bet they want to hold onto their cash as well.
