What I am wondering is, are the SEC and DDI the only parties that can cause a delay on the effectiveness of the registration statement.

In other words could there be hold-ups caused by those that bought the PP?

This all sounds about right and since there hasn't been a mass exodus to unrestrict the shares with the transfer agent into the tradable float, I think this will bottom before year's end. I wouldn't be surprised with a 7 figure share purchase from management punctuating a reversal.
