I did'nt mean it that way. I know that sometimes you do not want to tip your hand as to public permiting applications until all your facts are in order.... examp... 1. Legal review, 2. Notice to EPA, 3.Impact studies,4, Community feed back, 5. Insurance Requirments.., and the likes. These things take time. AND to release your buggy before the horse is in place is something not wise to do.
I recall an event I was associated with some years ago on a Solar installation on BLM land... even after all was in place and all had signed off, the project was held up for over two years..., by the Jurks in Washington DC. The project, although a Private venture, almost fell apart because of delays and back channel dealings with the State and Federal officials.
While we were waiting our cost doubled, then doubled again. We had to beg for additional funding from our investors. Some of us were called crooks and Scam artist. However, after the project was completed and developement cost recovered; we were hailed as heros by the very ones who called us all sorts of names. Our mistake? We told them our plans before they were put in place and reviewed by legal and others.
