I'm not sure if rotating moderators is the best solution but I completely agree that certain policy improvements would likely benefit everyone--from IHub, in reducing the amount of time they need to spend on 'user maintenance', to users who would be more informed.
However Phil's sentiment, right or not, permeates through the way IHub is run. As you can guess, they firmly believe that their policies are golden and that the only problem must be that those stupid users aren't following them. They believe the solution is enforcement and so they keep throwing more and more people at any problems. That's why you see a wall of admin at the top of this page, moderators...generally with a wall of assistant moderators, an extra "mod squad" deletion crew, etc.... As Nosaint aptly mentioned, they won't take suggestions on how to fix it if they don't believe there's any issue. The solution I'm usually offered is to logout and find another site.
