All the state requires is a purchase agreement to apply for an operating permit. They have let months go by while the competition is only 30 to 60 days away from having a permited facility. Without the grid upgrade only one power plant can coexist with the 99 mw wind farm. I think Laidlaw has delayed permitting because the financing has fallen through or is not as certain as they claim. I seem to remember Tom or Matilda having claimed LLEG had all their engineering designs completed. If this is true it would not cost all that much to file an application for an operating permit. Again, time will tell who's right and who's wrong.
