Yes. Sticky posts only show on the board page. You don't see a post as sticky in the course of reading messages normally. So, if you have someone on ignore, you won't see that post while doing Next or Previous in read_msg.
However, there is the outside possibility that a person you have on ignore has something interesting to say. It could happen. Sticky posts are also used for Admin announcements on boards and occasionally people do foolish things like putting an Admin on ignore.
Therefore, the stocky posts don't consult your ignore list. It's a hardship I know, but I'm sure you all will find a way to pull through ;-)
