If you listen to the presentation these are two separate comments regarding ENMD 2076.
Burns was stating that Entremed is currently in Intense partnering discussions
He also stated that he was maintaining previous guidance of partnering by middle of next year
I don't see how he can be more specific until such time as those discussions result in a formal agreement. On the other hand it offers some indication that things have advanced since the last presentation when he was stating....to the best of my memory....that they were seeking partners.
Having listened to the whole thing I would rate my sense of 'things' as hopeful...my optimism faded some time ago.

...so... does this mean that intense partnership discussions are currently taking place with a goal of partnering by the middle of next year???

My interpretation is that the discussions are taking place with the expectation of partnering by the middle of next year.
