You are so allowed, no matter what he says about it.
The law of copyright provides that private correspondence
is joint property of sender and recipient. You may lose a
contact, but there is no liability on your part if you
republish to all the world what was said to you in confidence
(absent prior contractual obligation not to do so).

Were you to (commercially) profit from such republication
there would be an issue of equity as to how to divvy up
the profits, but simply receiving correspondence grants
you irrevocable license to publish it. Any language therein
(or subsequent) to the contrary is inoperative aka bullshit.

But how can stopping some, most or even all projects until rATIII is approved not be on the agenda?

I suspect that for all intents and purposes all other programs are already stopped. Morale must be so low that they are likely all sitting around feeling gloomy and Cox is leading a daily sermon where they pray that the FDA approves ATryn on the first review cycle.
