your correct but the way the scam works, as holmes would know, is to accompany the r/s with a flurry of prs. It still takes a while for an r/s of 1000 to 1 (10 cents per share) to get back to zero, with many shares sold along the way and well timed prs to dilute. If the company r/s' and it ends up at selling at an average of say .0005 x 5bil a/s they still get 2.5 mil dollars. Its a cash machine. tssp reverse split 2 years ago and have run out of shares. Lifeline bio (LLBO) has done this for years (R/S 5 times I think) with no revenues and No real product and yet they still put out press releases. All legal too.
all that really needs to be done is for a few paid schills to get on board, talk about the what great products the company has in the pipeline and explain why an r/s is the best thing for the company. This happens every day. This is only my opinion but I have followed at least 25 reverse splits and that is what forms my opinion. Glta
