Not guessing. LPR is NOT referring inquires to Paradigm, but willing to directly discuss reselling with others. The message copied below matches a similar message I received from LPR Global Inc. about distributing uniscan and newscan in the western United States.
Besides, Paradigm never claimed an exclusive written distributorship with LPR - MadDog did.
From LPR:
