Look for Congress in weeks to ante up some $50 billion in loan guarantees earmarked for Detroit's automakers, which will be able to tap the money immediately. That will be in addition to the $25 billion in loan guarantees Congress authorized this fall to help the car companies develop high-mileage vehicles. Lawmakers are queasy about approving mega-loans for automakers that have vowed to cut thousands more workers in a huge downsizing effort.
