Yep even a worse case scenario I think it would be around there. Most of the time when these Cos go BK they dont dilute or anything bc they are just plain out of business. I think the did the RS to try to restructure but then decided quickly not to if my memory serves me right. Most of the time those shares that are insider shares are restricted and are never sold. Most of these guys are long long gone and prob dont even know where the certs are. Plus Eugene Koppenhaver may have gotten the old certs to begin with.
In any case this is a very good shell primed for a RM. Thats why I loaded up last year. Most of these other shells have 8 10 20 mil OSs and those bad boys run to .10 .15 .20 sometimes. NMFS has a real good chance to go much higher when the name change comes and the new company does their updates and PRs. No need to RS the float is already small. If there are restricted old stock out there no worries on it bc the CEO would have to approve to get the share unrestricted so it would never go into the float.imo
