No it isn't. He set the taser on the lowest setting possible and his son wanted to know what it felt like. It was lower that what someone would feel touching an electrified fence for cattle (which I have done when I was 11).

The boy asked for it. I'd taser my kid if he wanted to know how if felt. Wootens son is old enough to know how a taser works.
