Are you stopping to make rings? When using topwater on a bed guarding bass I've found it best to do very slow (little forward movement) twitches in the vicinity of the bed. After a few tries then it's best to move on down the bank and come back later. They can be very stubborn and like a dog that's not hungry you can't make 'em eat. That's why you have to go the 'Make 'em Mad' routine...
You can also try Carolina rigged worm, weightless worm, and sometimes a Buzz bait.
If all else fails a Texas rigged worm dropped right into the center of the bed or TnT has been known to rile 'em up...your choice! LOL
