From what we know about the agreement, it does look like a violation. Maybe we're missing something, or maybe they've worked out something with Intel, but when you're facing bankruptcy you really don't have anything to lose. I don't see how Abu Dhabi is going to make money competing with TSMC with Fabs in Germany and New York, and I don't see how AMD is going to make money using any Foundry. They've just bought time, that's all.
