Maybe, but I know when I used to update my website for my Roller Derby league, I would make the changes, review them and then hit "publish" all the while my site was still up and running. Modern technology. You really don't need to bring down an entire site to update it.
But maybe they are covering their asses by bringing it down for the day. Who knows...
