Sure, they've used shares in the past when needed, and they've told investors. Now that they aren't using them, they've told us that too. I agree with you in that there is a pyschological affect, especially when there is "mystery" as to what they are. Usually, investors don't like "mystery".
Hopefully, management will find an EFFECTIVE way to get the manipulation to stop.
