Yeah, that is how I am reading it. Since the govn't owns such a big share in the company now, as well, if they take the bad debt off the books, and the govn't is getting interest and paybacks on this "bailout" then indirectly that would mean more profits for FRE and FNM. I think, at least. I am no economist, but I would think that the govn't is buying up millions of shares at these levels.
