The current "mobile" P4 is specified for 76W TDP,
So this is not that far off.... We do know the prescott draws considerable more power than northwood, but I think 80W is proven as possible in this area. Remember that several vendors are building notebooks with the desktop P4 products, even the P4EE product that is specified up to 100W.
They are just not going to be of the thin and light variety.
