It's a "spar" platform. The left side is the "top" and the yellow the bottom. It uses a bunch of pumps to manage bouyancy. Once they float it, they'll finish building the deck on top. A dozen or so cables will anchor it to the sea floor once deployed.
I dunno how they keep it "upright". Amazing technology.
