I just got off the fone with scottrade and they told me the reason is because well they said it could be a number of things not just one. he said that maybe cuz its a penny stock and sometimes a company has the ability to put a restriction on any buying of their stock. also he said the sec could be investigating it or the brokerage could have something to do with it.
