"In accordance with Part XIV of UNCLOS, the Intergovernmental Oceanographic Commission (IOC) of UNESCO invites countries and institutions to be part of a global project promoting capacity building in ocean and coastal related issues through international cooperation.
This project, the Transfer of Marine Technology (TMT), aims to supply interested users with direct and rapid access to relevant sources of information, practical experience, and scientific and technical expertise.
By acting as a clearing house between demands for ocean technology, and suppliers (or potential suppliers) of that technology, IOC undertakes to assist interested countries (particularly developing countries), institutions, and other entities to produce and use the knowledge required for the wise management and sustainable development of the oceans and coasts."
