Paided promoters on IH that exploit their posting priviledge to become the "bad apples that will take advantage and try to put the screws to anyone or everyone" accomplish an agenda counter to the reason you advertise IH as a place to join and have fun as members share information "to make money" trading the markets.
I will suggest that the so-called 100 undisclosed paided promoters on IH have caused far less grief to members, and created for IH far less negative images than a very tiny percentage of IH's 132,052 membership base of unethical, unprincipled, and unscrupulous IH members not being paided to pump or bash, but as soloist for self-serving financial gain.
Rather than Matt try to accomplish "I think we may end up bringing this whole promotion/market awareness thing to a new level of trasparency..." he should focus on any IH member that lessens the reason for folks to join IH, that is one that is negatively helping others accomplish a reason to join and renew an IH membership.

Current and new members don't want an environment where signs warn of snakes.
Remove the snakes and let members navigate expected pot-holes and illusions of boggymen/women.
Matt can accomplish this behind-the-scene simply using the ability Mr. Churak states above.
The IH TOU allows for termination of any member for any reason, no refund.
Once the riff-raff members are removed and continously scanned for and removed, then the flow of positive useful pro and con posts will attend what Clem wants as final objective on the boards.
A nice side-effect will be that the zillion off-topic complaints about posters will vanish and be replaced with a controllable low number of "sense of community" posts.
