thats the deadline for the shares to be registered with the sec , it doesnt necessarily mean its the end of the quiet period . but imo once the shares are registered and tradeable its all systems go again. so lets hope they have them registered by the deadline

also imo its possible that the shares could be registered before the 4th as well(JMHO)
