I think I am getting a picture on how some of these parts are related.
This is a mid-water mount Accoustic Doppler Current Profiler. I think the large spool in the West Yard is the "strain-bearing data cable" with the large connectors on each end. The big (10'x15' maybe bigger) yellow steel item in the West Yard is probably the bottom of the mooring with ROV wet matable connectors to a data line to a rig.
Added flotation is seen in the DDI version as the cylinder below the ball. It might be to support a heavier or longer data cable to the bottom or a heavier ADCP unit.
What the ADCP does - it measures currents at different depths (current profiling) and surface waves in real-time, critical to maneuvering the drill string, ROVs, and support vessels in harsh conditions.
