I think your confusing the terms.

Authorized shares (A/S) = shares available to the company to use.

Outstanding Shares (O/S) = shares from the A/S that are in the market. It is the sum of restricted and free-trading shares.

Float = the free-trading shares withing the O/S. See O/S.

but the "restricted" shares that can not be freely traded are not included in the "float".
