Pedro is a cuban, and is the CEO of PNMS.
Have you ever heard him dispute his being a card-carrying cuban national with dual citizenship with another banana republic down there?
which leads to the conundrum. PNMS cannot do business in Cuba, it is against the law, period. but they are doing nothing wrong because they do no business.
