well he keeps insisting he had the $20M grant that he could use, but didnt want to be obligated to the restrictions of using that money....my guess is that someone who had the right intentions would easily be able to obtain that grant and actually do some good, there is actually a good starting point there with the tent and it's meager accomodations. Again this is all imo
