I don't want to send any of them to federal prison because I know that they'll have a good time. Rather, I would prefer that people like Mr. Cotton be aggressively sued by the investors who lost money as a result of misleading press releases.

I'm not sure about this stock yet. It would be fairly easy to see if CWRM has submitted any permit documentation to the Mexican government.
I am very aware that many business deals are not consummated for a variety of reasons. There are just so many obstacles to success and just one bad decision can doom a small company. However, persistence often pays off even with not the best management.
