You're right about the bulletin board listing. They talk about agreements and bids with potential clients, but no actual contracts they can bank on. There are 90M shares but no revenue yet. That's why they pump and sell more shares. But hey, if you can buy low and sell high, "this pump's for you."

The modular treatment plants coupled with their recently issued patent would appear to offer an argument for success.
