It is unwritten law that you only can decide about a thing or plan if you are the owner of it.

For example:

You want to buy a house and you are clear with the old owner that he will sell it to you in 2 months but the buying contract has still to be signed.

Do you think that you can already go to the town administration of your home town to get permission from them to turn the house into an restaurant?

The answer is no because you will have to proove that you are the owner of the house.

Same here for BLDV:

What would Government of Belize say if BLDV would already announce the sealing of the land deal when the contract still has to be signed?

I think BLDV learned of their mistakes years before that they only are allowed to announce things if they are 100 % perfect. And these 100 % we only reach when the contract is signed.
