You're thinking that a 10ksb is a pile of papers. It's not they are all electronic documents. You get the audited financials back from the auditors in one word file. You forward those to your SEC attornies so they can review the auditors portion of the 10k. The attornies help the CEO write managements discussion and analaysis of financials. The auditors then get the lawyers portion so they can review it and sign off on this as well. This is in a second word file. The auditors signed opinion letter is another word doc. The CEO's signature page and certification pages are two more files. Then all the pieces are put together and sent to a special printer who Edgarizes all the documents into the format that the SEC accepts for electronic filings. Merrill is one of the bigger companies that handles the edgarizing of filings. Then you get a chance to review the full filing when the printer is finished. It can be 30-40 pages long sometimes. Not out of the question to believe JB or whoever did final review of filing missed the fact the auditors opinion letter was left out of the filing.
