Maybe those goats are alive and just not being milked, but can be induced to lactate? Maybe those goats are already ashes and there still remains some frozen embryos? There are a lot of ways to cut costs if there were less hungry lactating, boob-dragging goats jumping around.
PS-edit: Anyone able to google up an image of swollen female goat breasts? I saw some at the bronx zoo last week. I may have the first example ever in google images, of a swollen lactating goat breast. Keep your eyes open.
