I seem to remember a few people asking if there were any boards dealing with swing trades. I didn't really see any suggested. You could maybe ask around on the different boards to see if there is any interest in it. Then taking those interested and as a group start a board. I'm then suggesting that you use the ReutersSelect screens as a starting point, given that over the last 4 years, all 19 together have averaged a 20% a year return in a down market. Then assuming that different screens should do better in different market conditions, cherry pick from the screens that are currently doing good. Should be able to do better than 20% without to much trouble.

You could have a "board portfolio" on paper and people could nominate stocks from the ReutersSelect screens (with their reasoning) to put in it, or sell and the board could vote on it. And if the "board portfolio" was doing better than 20% a year, I don't think you would have trouble attracting people to the board.

I'm a daytrader though, and have lately got into trading futures using the eminis so I'm pretty far from swing trading and anything to do with FA. The screens aren't totally based on FA since they use sentiment based on analysts recommendations in some of the screens. But don't look at me to start or participate in a swing trading board. I would wander by to see how it's going. I'm just throwing the idea out there. It's up to you swing traders to take it and run with it.
