Problem is Sam......any attempt to do what you suggest with a serious gang would be like Iraq. They have real firepower and there would be much collateral damage, something I wonder whether people here would put up with. It seems to be ok with Americans if a few thousand innocent Iraqis get killed in the fight for "freedom", but I'm not so sure whether we would tolerate our own being killed even though they are not the preferred skin color.
