Yes, the time to make the best money is when there is panic, and I have done just that through the years; but I must also say that with a few exceptions, I was able to "see" past some short term event that caused an unwarranted drop in a given share price.
Though this might very well be the case here (!), it is more difficult to establish whether this is truly undervalued or a game because of the lack of clarity (audited financials, etc.)
