I think that because they are a development company they have different qualifying criteria...they are not an initial offering but one off of another exchange...I think it has something to do with there relationship with Theracour...but I really don't know I'm just going off what Seymour says...he has been consistent with what he says from day 1...30 days after the stock hits $4 he submits paperwork so that after 90 days (and the paper work processed during the 60 days) at $4 they can move...
