the sec is often criticized for moving too slowly or of having a blind eye. the truth of the matter is, they are woefully understaffed. they have to rely almost solely on complaints. all complaints, no matter how thoughtfully or skillfully crafted, are read. read, filed, forwarded, read again, and if necessary, investigated. that's how the system works, so anyone with complaints, questions or evidence really should write. if they don't get letters, investigations don't happen.
